[ARCHIVED] Council Approves Additional COVID-19 Rental & Business Assistance

COUNCIL NEWS

The City Council allocated additional funds in the amount of $524,669 to the Portland CARES Emergency Income Payment Program (rental assistance) program during its October 8, 2020 meeting. Before new applications can be accepted for rental assistance, approval is required from the U.S. Department of Housing and Urban Development (HUD). City staff anticipate receiving HUD approval before the end of the October. An announcement will be made when the City is able to begin accepting new applications. The application will be available on the City’s website. When approved, the program will provide up to $1,000/month in rental assistance and $250 in utility assistance payments for eligible households. 

The first round of the program ended on October 1, 2020. Applications received through October 1st will be processed on a first come first served basis until all funds have been distributed. Applications that are unable to be funded will be placed on a wait list.

On October 8, the City Council also approved $100,000 for a Winter Business Assistance Program. This program will assist Portland businesses with the cost of furniture, equipment, heaters, structures and coverings, blankets, etc. which are necessary for businesses to operate outdoors for as long as possible through the fall and winter. The program will offer grants up to $10,000 and be administered by the City’s Housing and Economic Development Department.

When the program guidelines and application form are finalized, they will be made available on the City’s website. As with the rental assistance program, before new applications can be accepted, approval is required from the U.S. Department of Housing and Urban Development (HUD). City staff anticipate receiving HUD approval before the end of the October.
