Police Citizen Review Subcommittee Issues 2019 Annual Report

The City's Police Citizen Review Subcommittee finalized its 2019 Annual Report during its September 9, 2020 meeting. 

The PCRS reviews Internal Affairs investigations of alleged officer misconduct to determine if they are fair, thorough, timely and objective. The Subcommittee also makes recommendations to the City Manager for improvements or modifications in the Internal Affairs investigative process, policies, or training, as well as recommendations for enhancing public confidence in the methods and process of investigation. 

The annual report provides data on the types of external complaints brought against officers, the outcome of those complaints, and the outcome of the PCRS review of the IA investigation.  It also provides historical data showing the types of external complaints over the past three years, as well as demographics of the complainants over the past two years.  Moving forward, the PCRS plans to continue tracking this type of information.

The PCRS was established by the City Council in November 2001. It is a subcommittee of the Civil Service Commission. It consists of seven volunteer members who are civilians and Portland residents. Members are appointed to three year terms by the City Council.
