Portland Tree Trust Strategic Plan

It is our goal to establish and maintain a permanent, formal trust for dedication of funds to restore and maintain Portland's heritage as the "Forest City".

OBJECTIVES:

  1. To establish an advisory council appointed by the mayor to oversee the efforts described in the above objectives. This committee shall be all-inclusive; with representation from the neighborhoods, parks & recreation, related businesses, organizations and interested parties.

  2. To initiate a short and long-term plan for ongoing education of a citywide tree program. This campaign will bring attention to the community of the goal to restore Portland's heritage as the Forest City.

  3. To establish a financial endowment named Forest City Tree Trust through the help of the city staff and our committee. It will be paramount to sufficiently capitalize the fund, to manage its growth, and maintain its stability in order to secure the future of the trust.

IMPLEMENTATION:

  1. Establish a Council appointed advisory committee
    • Outline roles and responsibilities of the advisory committee and develop the process Create an action plan.
    • Establish a process for special projects and set criteria for approval. Identify quarterly submission and review dates.
    • Act as a conduit and coordinator for the different interests.
    TIMELINE: Summer-Fall 2001

  2. Initiate a short and long-term plan for awareness of a citywide tree program, to create a public relations and marketing campaign.
    • Negotiate pro-bono agreement with PR professional
    • Create an educational component
    • Solicit media sponsorships; television radio and print.
    • Develop messaging constants for advertising.
    TIMELINE: Fall 2001-Spring 2002

  3. Build a financial endowment and maintain its stability.
    • Establish a short and long-term financial & legal structure for the tree endowment. Set a goal of $500,00 to fund the endowment; 50% private donations and 50% city funding.
    • Determine budgetary needs to sustain program and manage growth using "the cemetery model".
    • Set-up a network and strategy for fundraising. Establish a committee to implement and maintain the fundraising vehicle.
    .....Solicit federal, municipal, transportation, city funds and/or grants.
    .....Enlist grassroots community and neighborhood support.
    .....Entice the business community for donations and participation.
    .....Fundraising through the private sector and special programs
    TIMELINE: Fall 2001-Winter 2002
