City Hires Deputy Director for HHS Department

The City of Portland is pleased to announce it has hired Tina Pettingill to serve as the City’s first Deputy Director of the Health and Human Services Department. This is a new position in the Department and Ms. Pettingill will work with the Director of Health and Human Services, Kristen Dow, and Division Directors to oversee the operations of the Department. The City of Portland’s Health & Human Services Department comprises the Barron Center, Office of Elder Affairs, Social Services and Public Health divisions and is the City’s largest department with an FY21 operating budget of approximately $33 million with 368.4 full-time employees. 

Ms. Pettingill will assist Director Dow in planning, organizing and administering city-wide programs covering major functional areas of the Department, including fiscal and related strategic planning and performance management in a manner that supports departmental program development and decision making. 

“Tina brings with her extensive experience in the field of health and human services and I am thrilled to have her as part of our HHS team,” said Kristen Dow, HHS Director. 

Ms. Pettingill is currently the Director of Education & Training at Maine Health, a position she has held since May 2016. Prior to that, she was the Executive Director of the Maine Public Health Association for eight years. She has also run her own consulting services company, and from 2004-2008 she worked for the City of Portland as a Health Promotion Manager in the Public Health Division. She holds a Bachelor of Social Work and Master of Public Health from Indiana University. 

“Though I have gone on to work in a variety of executive and management roles since my time at the City, I love the idea of coming back 'home' to a department I thoroughly enjoyed, work I feel passionately about, and an organization I respect,” said Pettingill. “The positions I’ve held since leaving the City have challenged me and have grown my extensive background in personnel supervision and engagement, operations, budget management and strategic planning. I look forward to bringing these skills as well as 30 years of experience in the fields of public health, healthcare and county government to serve the people of Portland.” 

She will earn $114,290 and her start date is May 17.
